The evaluation focuses on assessing to which extent NSD support had contributed to the Yemen Red Crescent Society’s overall development, based on priorities set when the initiative began in 2018.
The evaluation highlighted that response capacity improved significantly at both headquarters and branches following the start of the initiative, making NS prepared and equipped to face disaster and crisis management, and that the Yemen NSD Framework, strategy outline and priorities was making great progress. However, limitations remains around the volunteer management system, organizational and capacity development at HQ as well as communication challenges.
The evaluation provides recommendations on how to strengthen the existing framework to ensure NSD can be implemented more clearly at the country levels, and to account for the Yemen Red Crescent Society’s aspirations and options for sustainable humanitarian service.
