Uzbekistan: Ceremony marking the 75th anniversary of the Geneva Conventions and their translation into Uzbek (Latin script)

On 17 December 2024, in partnership with the Embassy of Switzerland in Uzbekistan and the International Committee of the Red Cross (ICRC) Regional Delegation in Central Asia, the National Human Rights Center of the Republic of Uzbekistan hosted an event commemorating the 75th anniversary of the Geneva Conventions and the presentation of their translation into Uzbek in Latin script. Previously, the Uzbek language used the Cyrillic alphabet, but it has transitioned to the Latin alphabet, necessitating the transliteration of literature and other materials to align with the new script.

The event was attended by more than 50 participants, including deputies of the Legislative Chamber and members of the Senate of the Oliy Majlis of the Republic of Uzbekistan, representatives of government agencies, international organizations, representatives of mass media and academia, as well as the diplomatic corps accredited in Uzbekistan.

 In his opening remarks, academician Akmal Saidov, Director of the National Human Rights Center of Uzbekistan, underscored the pivotal role of the Geneva Conventions in International Humanitarian Law (IHL). He remarked:

The Geneva Conventions form the cornerstone of International Humanitarian Law. Their translation into Uzbek using Latin script is a crucial step towards enhancing the legal culture of our society and ensuring that every citizen has access to the fundamental norms of humanism. This initiative exemplifies meaningful collaboration between Uzbekistan, the ICRC, and Switzerland.

In his address, Ambassador Konstantin Obolensky highlighted Switzerland’s historical role in the development and promotion of the Geneva Conventions: 

Switzerland is a strong advocate of international law, including international humanitarian law. Our countries are dependent on the respect of international law. Especially in current times of perceived instability and insecurity, we all have the obligation to live up to the common rules we all agreed upon. As high contracting party of the Geneva Conventions, Switzerland deeply values Uzbekistan’s dedication to disseminating and implementing the principles of International Humanitarian Law. We are committed to work with Uzbekistan, bilaterally and multilaterally, in supporting initiatives that uphold human rights and humanitarian values worldwide.

Biljana Milosevic, Head of the ICRC Regional Delegation in Central Asia, emphasized the enduring relevance of humanitarian principles in contemporary society, stating:

The principles of International Humanitarian Law are increasingly pertinent in today’s world. The ICRC is committed to promoting these principles globally, including in Uzbekistan, and commends the government for its proactive efforts in this domain.

The Geneva Conventions of 12 August 1949 are foundational treaties that establish international standards for the humane treatment of individuals affected by armed conflicts. The Uzbek translation in Latin script will facilitate broader access to and understanding of these critical legal instruments among Uzbekistan’s population.

The event also featured a video presentation and a photo exhibition “Dialogues on Humanity”, underscoring the humanitarian significance of the Geneva Conventions and the necessity of their global recognition and understanding.

The ceremony’s highlight was the official unveiling of the transliteration into Uzbek Latin alphabet of the Geneva Conventions and their Additional Protocols. This project symbolizes Uzbekistan’s commitment to international humanitarian standards and its dedication to increasing public awareness of fundamental rights, even in times of armed conflict.

Participants engaged in discussions on pressing issues related to International Humanitarian Law and human rights, emphasizing the importance of public education on the principles of IHL. They also expressed readiness to continue collaborating on initiatives that advance humanitarian law and values.
